Governance in this context means three specific things:

Day 4: Scope Definition and Delivery Milestones

This is where the blueprint sprint methodology produces its most tangible output: a scope document with real, enforceable boundaries.

Scope documents fail in one of two ways. Either they're too vague ("the system will handle all financial transactions") or they try to capture everything ("here are 847 requirements collected in workshops"). Neither is useful during delivery.
